The Superintendencia de Compañías, Valores y Seguros (SCVS) and the Universidad Andina Simón Bolívar (UASB) have signed a framework agreement for inter-institutional cooperation. The signing took place on February 25, 2026, at the Salón de Las Libertadoras of UASB in Quito.

Luis Cabezas-Klaere, superintendent of SCVS, and César Montaño Galarza, rector of UASB, formalized the agreement. Its purpose is to create a joint working scheme for planning and carrying out academic and research activities that support technical analysis in sectors overseen by SCVS and help address national challenges.

The collaboration will focus on developing joint research projects related to corporate matters, securities markets, and insurance. Results from these studies are expected to be published in the institutional journal X-pedientes Económicos. Other planned activities include organizing seminars, workshops, professional development sessions, discussions, data exchanges, and sectoral analyses of shared interest.

Under the agreement’s terms, UASB may offer discounts on its graduate and continuing education programs to eligible SCVS staff members. In return, SCVS will promote UASB’s academic offerings among its employees nationwide and strengthen financial education training for students and teachers.

During his remarks at the event, Luis Cabezas-Klaere stated: “Ongoing staff training is an important focus of my administration because of its impact on optimizing institutional processes.” He added: “This agreement contributes to that goal and the supervisory body will provide its technical capacity for implementation.”

By signing this agreement with a well-regarded regional university, SCVS aims to reinforce strategic ties between academia and regulatory functions to support institutional strengthening and technical development in Ecuador.
