The Superintendence of Transport has released a draft resolution for public comment regarding the technical standards and operational requirements for the technological infrastructure of the Control and Surveillance System (SICOV) in Evaluation Logistics Support Centers (CALE). The initiative aims to define how these centers must implement and operate their technology systems to ensure the integrity, authenticity, and traceability of information generated during evaluation services.
According to the draft, public Higher Education Institutions (IES) that run CALEs are responsible for ensuring the implementation and proper operation of SICOV. They must guarantee that the required technological infrastructure is available and functioning correctly. This infrastructure will be provided by a technology supplier that meets security and integrity standards set by the Superintendence of Transport in its Technical Annex. While IES are obligated to implement SICOV, supplying the necessary infrastructure falls to an authorized technology provider.
The draft also requires technology providers to undergo regular third-party audits to verify the strength of both hardware and software components used in operations. These audits are intended to confirm compliance with established integrity and security standards. The costs related to these technical quality certifications will be considered an operational expense for providers, forming part of their overall cost structure.
Stakeholders have been invited to submit comments on this proposal by March 9, 2026.
