On November 21, 2025, the Ministry of Infrastructure and Transport (MIT) carried out an inspection of ongoing infrastructure projects in Esmeraldas province. The initiative was led by Paolo Carpio, Vice Minister of Infrastructure, who visited several sites to review progress on works intended to benefit local communities.
Paolo Carpio was accompanied by Ángel Dueñas, manager for Reconstruction and Productive Reactivation in Manabí and Esmeraldas. Their visit began in Muisne with an inspection of the water system improvement project. This project represents an investment exceeding USD 5.3 million and is aimed at providing a reliable supply of potable water—a service that residents have awaited for years.
During the site visit, Carpio held a technical meeting with representatives from the construction company to discuss progress and adjust schedules as needed to maintain steady advancement. Authorities noted significant progress in pipe installation and connections in Santa Rosa, upgrades at the treatment plant, new reserve tanks, oxidation plant improvements, updates to the intake system, and a new distribution network designed to ensure consistent water delivery across Muisne.
In Matambal, they reviewed construction of a new pumping station (cárcamo de bombeo), installation of gabion walls for system protection, and three modern pumps intended to maintain efficient water capture during periods of high demand.
“Estamos visitando cada uno de estos grandes proyectos que ejecuta el Gobierno Nacional. El mejoramiento del agua para Muisne es una obra fundamental, una inversión que supera los USD 5.3 millones y que beneficiará a más de 15.000 personas que durante años no contaron con este servicio básico. Verificamos varios frentes de trabajo y el cumplimiento del cronograma, porque estas obras deben avanzar y llegar a los pueblos,” said Carpio.
After Muisne, the delegation visited the E-20 Esmeraldas – Quinindé road—an important route for transportation of agricultural goods and tourism in the region. District Director César Bustos reported that critical points along this road are being addressed by the prefecture’s public company. The contract is currently two months into its execution period with 10% completion recorded; it aims for full operational status within 300 days using another USD 5.3 million investment.
Work is ongoing at multiple locations along this route with priority given to heavily damaged sections such as kilometer 69 where complete replacement of road structure and pipes was necessary due to prolonged neglect and weather-related damage.
Vice Minister Carpio emphasized that these inspections help verify technical progress on projects while reinforcing government commitment to local communities: “El objetivo es claro: asegurar que cada proyecto contribuya a mejorar la calidad de vida de los esmeraldeños,” he stated.
He also reminded citizens to drive carefully while construction activities continue throughout these areas.
