The Transparency and Social Control Function (FTCS) held its first ordinary session of 2026 in Puyo, at the main auditorium of the Universidad Estatal Amazónica. The event was part of FTCS’s ongoing policy to engage with local communities.
Luis Cabezas-Klaere, outgoing president of the FTCS and Superintendent of Companies, Securities and Insurance, presided over the meeting along with other members of the Coordination Committee. During this session, new leadership for the FTCS was chosen for the 2026 term. Andrés Fantoni Baldeón was named president and Hans Willi Ehmig Dillon was appointed vice president, following current regulations. Both officials were sworn into their new roles during the meeting.
Before the election, Luis Cabezas-Klaere presented his report on activities for 2025. He highlighted several institutional advances, including increased participation by public and academic institutions in the National Plan for Public Integrity and Anti-Corruption 2024–2028 through implementation of a monitoring system known as SAM. He also noted efforts to strengthen inter-institutional cooperation and promote citizen involvement in public management.
Cabezas-Klaere stated: “The year 2025 marks a turning point: we move from formulation to implementation, from words to action, from reactive control to structural prevention of corruption.”
The Technical Secretariat of FTCS also presented its management report along with the budget and Annual Operational Plan for 2026. These documents will guide planning and execution throughout this year.
During the session, a letter confirming adherence to the National Plan for Public Integrity and Anti-Corruption was signed together with David Sancho Aguilera, rector of Universidad Estatal Amazónica. This step reinforced collaboration between academia and public sector bodies in promoting ethics, transparency, and integrity.
The session provided an opportunity for institutional discussion aimed at advancing coordination and defining work priorities for FTCS’s management in 2026.
