The Ministry of Public Health (MSP) in Ecuador reported that between January and October 2025, it registered 11,202 disability assessments and reassessments across the country. The ministry currently operates 111 teams dedicated to evaluating disabilities nationwide. These processes are essential for ensuring that individuals with disabilities can access legal benefits and rights, as well as social inclusion and equal opportunities.
To mark the International Day of Persons with Disabilities on December 3, the MSP organized an event titled “Challenging Stereotypes: Disability as a Human Reality” at the Central University of Ecuador on December 1. The event included recreational, educational, sports, and informational activities aimed at promoting inclusion, well-being, and rights for people with disabilities. It also sought to raise public awareness and strengthen social responsibility among government officials, people with disabilities, academia, civil society organizations, and caregivers.
The MSP emphasized that commemorating this date is an opportunity for deep reflection on social perceptions about disability and encourages concrete actions toward real inclusion. The ministry aims to position disability as a natural part of human diversity by promoting dignity, respect, and equality.
Bernardo Darquea, Vice Minister of Health Governance at MSP, stated: “Today, we recognize inclusion as a collective responsibility and the challenge we assume is to build accessible environments and guarantee full opportunities; because the commitment to inclusion does not end today—it must be a continuous practice.”
During 2025, the MSP has delivered 9,955 technical aids for mobility and self-care supplies nationwide to improve autonomy and quality of life for beneficiaries. Additionally, it issued 1,623 authorizations for importing goods and vehicles for people with disabilities.
The ministry has also contributed to drafting regulations related to the Organic Law on Persons with Disabilities and palliative care rules. These efforts aim to strengthen the legal framework for comprehensive care focused on dignity, prevention, rehabilitation, and support throughout all stages of life.
Johanna Orbe, Legal Advisory Director at the National Council for Equality of Disabilities (CONADIS), said: “Inclusion is built with brave decisions, strategic alliances, sustained investment, continuous awareness-raising and humanity.”
The Ministry of Public Health reaffirmed its commitment to leading disability policy in Ecuador by promoting rights-based public policies and encouraging ongoing inclusive practices beyond commemorative events.
