The Ministry of Defence has conducted its first sector-wide simulation exercise to improve emergency and disaster response. The event, organized by the Directorate General of Policy and Strategy (DIGEPE), was held in coordination with the Sectoral Emergency Operations Center (COES MINDEF) and the Office of Information Technology and Statistics (OGTIE).
The semi-presential exercise involved various Defence sector entities, including ministry organizational units, executing bodies, public agencies, and companies within the sector.
Marco Antonio Miranda Valdez, Director General of DIGEPE, stated: “This activity aims to strengthen coordination capabilities, information analysis, and decision-making in the face of emergencies and natural disasters.”
The simulation tested COES MINDEF’s response to a scenario involving a major earthquake followed by a tsunami along Peru’s coast during heavy rains. This situation was classified as a level V emergency, triggering protocols from multisectoral hazard plans and operational continuity plans for Defence sector dependencies.
Representatives from DIGEPE, COES MINDEF, OGTIE, and the Office of National Security and Defence (OGSP) attended in person. Disaster risk management officials from other dependencies participated virtually. The simulation allowed for the practical application of reactive management plans and procedures at the sector level under the supervision of the Mobilization Directorate.
According to organizers, such exercises are key for strengthening coordination among Ministry of Defence entities and those that make up the National Disaster Risk Management System (SINAGERD). They also help assess capacities, reinforce inter-institutional collaboration, and ultimately aim to save lives and minimize disaster impacts.
