Luis Cabezas-Klaere, president of the Transparency and Social Control Function (FTCS) for 2025, presented the institution’s accountability report to the National Assembly. This action follows Article 47 of the Organic Law of Legislative Function.
Cabezas-Klaere stated that accountability is more than a regulatory requirement. He said, “Working with transparency is not just fulfilling a legal obligation; it is building trust and raising the way we relate as a society.” He emphasized that integrity strengthens a state that is closer to its citizens.
The report included details on recent initiatives such as the implementation of the National Plan for Public Integrity and Fight Against Corruption 2024–2028. Cabezas-Klaere also mentioned the launch of the Accompaniment and Monitoring System (SAM), which allows tracking institutional commitments with verifiable information for citizens. Regarding this development, he noted, “We moved from speech to action, from reactive control to structural prevention of corruption.”
In his closing remarks, Cabezas-Klaere said serving with honesty leaves an impact beyond positions or terms in office. He concluded, “Integrity can take us to a higher level as human beings and as a country.”
