Dr. Richards-Kennedy delivered a keynote address at the 17th Greater Caribbean Business Forum, highlighting the need for a digitally inclusive Caribbean. She emphasized that digital access should be a right and not a privilege, equating connectivity to critical infrastructure like roads and bridges. Dr. Richards-Kennedy stressed the importance of digital literacy as a public good.
The event, organized by the Association of Caribbean States (ACS) with CAF as a strategic partner, serves as an essential platform for regional business growth and cooperation. During her speech, Dr. Richards-Kennedy called for people-centered digital solutions that respect the diversity of Caribbean countries.
“Digital transformation is not the destination. It is the road,” she said, envisioning a digitally sovereign Caribbean where citizens can seamlessly access services while maintaining privacy and security.
She also warned about artificial intelligence’s potential risks, stating: “If left unchecked, AI will further amplify biases.” The region’s broadband access in rural areas lags behind urban centers by up to 40%, and investment in research remains low compared to OECD countries.
CAF has been expanding its presence in the Caribbean with seven CARICOM shareholder countries involved and manages a $36 billion development portfolio across Latin America and the Caribbean. Dr. Richards-Kennedy reaffirmed CAF’s commitment to providing development financing and support tailored to the region’s needs.
