The Servicio Nacional de Aprendizaje (SENA) has released a draft agreement for public comment that would establish the Internal Regulations of the Fondo Emprender (FE). The proposed regulations are intended to guide the management and operation of the fund under private law, in accordance with objectives set by Law 789 of 2002 and Law 2466 of 2025.
According to SENA, Colombian citizens who are of legal age, reside in Colombia, have legal capacity to enter into contracts, and do not have conflicts of interest or other disqualifications may be eligible for support from Fondo Emprender. These individuals must also be interested in starting, developing, continuing, or expanding a productive initiative or business plan.
The resources provided by Fondo Emprender will be considered forgivable seed capital if recipients meet approved indicators and conditions outlined in their business or investment plans. These plans must be approved by SENA’s National Board of Directors. Beneficiaries are required to comply with legal and contractual obligations as well as terms specified in the call for proposals. Performance indicators include budget execution, creation of formal employment, marketing management, fulfillment of commitments related to knowledge transfer, and sharing experiences.
Funds allocated through this program must be used exclusively for implementing the approved business initiative or plan. This is stipulated in the agreement itself, Fondo Emprender manuals, and any cooperation contract signed with beneficiaries.
SENA has invited stakeholders to submit comments on the draft agreement by March 6, 2026.
