Since November 2023, the government led by President Daniel Noboa has provided approximately $6.5 billion in loans to women in Ecuador through public banks. This financing, totaling around 3.12 million credit operations, aims to support women’s economic independence and productivity.
The government has focused on increasing support for women engaged in productive activities, particularly those involved in the popular and solidarity economy. The share of loans directed to this segment, delivered via BanEcuador and the National Corporation of Popular and Solidarity Finances (CONAFIPS), grew significantly between 2024 and 2025.
A notable development during this period is the reduction of the historical gap between men and women regarding agricultural loan amounts. In 2025, total agricultural loans reached $354.5 million, with $168 million—representing 47.4%—allocated to women. This marks a significant increase compared to previous years when women’s participation ranged from 28.3% to 41.6%.
CONAFIPS has supported women in both urban and rural areas through second-tier credit lines aimed at agro-industrial, commercial, service, and production activities, as well as programs for young female entrepreneurs.
The National Financial Corporation (CFN B.P.) has targeted its second-tier credit products toward financing micro, small, and medium-sized enterprises (MIPYMES) and projects led by women. These efforts include loans and guarantee schemes designed to foster business initiatives with growth potential.
Additionally, the Bank of the Ecuadorian Social Security Institute (BIESS) has granted direct financing to affiliated and retired women through mortgage, personal, and pledge loans. These measures aim to improve living conditions for women and strengthen their economic stability.
“With these actions, the National Government promotes women’s access to the financial system, encourages their participation in productive activity, and strengthens their role as a driver of development, contributing to building a more equitable country,” according to the statement.
