Petrobras reports R$ 277.6 billion paid in taxes and government take for 2025

Petrobras announced on Mar. 12 that it paid R$ 277.6 billion in taxes and government take (PGOV) in Brazil during 2025, marking a 3% increase compared to the previous year. The company said this amount represents about 7% of the country’s total tax revenue for the year, making Petrobras the largest national taxpayer according to data from the Federal Revenue Service, National Treasury, and State Transparency Portal.

The significance of these payments is highlighted by their impact on public investment across various sectors. “We are proud to be Brazil’s largest taxpayer and, through tax payments, contribute to the country’s socioeconomic development by ensuring resources for public investments in areas such as health, education, infrastructure, and security. In the last five years, the company has paid more than R$ 1.3 trillion in taxes and government take, which was distributed among the federal government, states, Federal District, and municipalities,” said Fernando Melgarejo, Chief Financial Officer and Investor Relations Officer.

Of the total collected in 2025, Petrobras contributed R$ 161.9 billion to the federal government—R$ 68.6 billion of which was specifically for government take payments such as royalties (R$ 39.7 billion) and special participation fees (R$ 21.5 billion). At the state level, Petrobras paid R$ 113.8 billion in ICMS tax across all federative units—about 14% of total state revenue—and made additional payments that were subsequently distributed by the federal government to states and municipalities.

At the municipal level, Petrobras reported paying R$ 1.9 billion in taxes benefiting 271 municipalities across 21 states and the Federal District. The company’s tax contributions include both its own operational taxes as well as those withheld from third parties during commercial transactions with clients and suppliers under current legislation.

These figures are detailed in Petrobras’ Fiscal Report for 2025 released on Thursday (Mar. 12). The report outlines how financial compensations are provided by companies engaged in oil and natural gas exploration within Brazil.
