The Presidency of the Council of Ministers (PCM) approved on April 28 a new practical guide aimed at strengthening transparency and citizen participation in the development of regulations. The document, issued through the Secretariat of Public Management, is intended to ensure that input from citizens, businesses, and other stakeholders is collected before general measures are adopted.
According to PCM, this measure seeks to base decisions on evidence by incorporating diverse perspectives and responding more precisely to public issues. The guide requires all public administration entities that draft regulations subject to Ex Ante Regulatory Impact Analysis to apply its provisions. This process involves evaluating possible outcomes, benefits, and costs—both regulatory and non-regulatory—before addressing a public problem.
The Secretariat of Public Management will oversee compliance with these requirements using a progressive approach. In addition, it will manage the digital platform for public consultation designed to facilitate interaction between the state and citizens.
The initiative forms part of broader efforts by the executive branch to modernize public management. According to PCM, it aims at promoting more effective regulations while reducing unnecessary administrative burdens and consolidating mechanisms that support regulatory decision-making.
