The Ministry of Telecommunications and the Information Society announced on March 24 that private company Otecel (Millicon) will invest $450 million in Ecuador over the next four years to expand its telephone infrastructure and modernize services.
The investment is intended to improve mobile network quality and enhance user experience across the country. The ministry said these funds demonstrate investor confidence and legal security provided by the government, as well as support for President Daniel Noboa’s investment policies.
According to Minister Roberto Kury, “these new resources show the trust and legal certainty offered by the Government and the investment policy promoted by President Daniel Noboa.” Kury also said that “the financial resources will allow for renewal of the mobile network in the country, which will result in a significant improvement in service quality and user experience.”
The ministry clarified that this $450 million is separate from funds previously agreed upon during negotiations for radio spectrum use in November 2025. In addition, Kury recalled a recent announcement from América Móvil – Conecel S.A., which plans to invest $600 million over three years to strengthen its technological infrastructure.
Officials say these investments reflect private sector confidence in national policies aimed at boosting economic activity, improving connectivity, and closing digital gaps for citizens.
