New civil registry office opens in Rumiñahui offering expanded local services

The government of President Daniel Noboa inaugurated a new Civil Registry office in Rumiñahui, Pichincha, on March 4, 2026. The agency is located in the River Mall shopping center and is expected to serve more than 348,000 residents from the canton and nearby parishes.

The opening of this office is part of a broader effort to modernize state services and bring them closer to citizens. The new facility offers passport services, allowing users to enroll and receive their travel documents within 24 hours. This eliminates the need for residents to travel to the main office in Quito, reducing both time and transportation costs.

At the inauguration ceremony, Minister Roberto Kury said, “This is the New Ecuador that we are building with President Daniel Noboa: a State that listens, acts, and delivers results. We do not just talk about changes; we implement them. Today we deliver a modern, safe, and efficient agency for the families of Rumiñahui.”

The new office is centrally located in Rumiñahui and aims to provide safer and more comfortable access to services with nearby transportation options and parking facilities.

The agency provides 11 services and handles 30 different procedures. It features collection modules, identification card and passport service stations, spaces for updating registration information, certificate issuance areas, a marriage room, supervision offices, as well as document production and delivery areas. Thirteen service operators and one branch manager staff the agency from Monday to Friday between 8:00 am and 5:00 pm.

Ottón Rivadeneira, general director of the Civil Registry, stated that this approach represents significant institutional change. “We are building a more modern, efficient Civil Registry that is closer to people’s real needs. We have moved from limited spaces to dignified, accessible facilities because citizens deserve services that meet their expectations,” he said.

A user named Miguel Pantoja expressed his approval after renewing his identification card at the new location: “It’s a total change. Now we have a comfortable, safe place that’s much more practical. It’s easier to come with family members and complete procedures calmly.”

In 2025 alone, the Rumiñahui agency provided over 93,000 services—an indication of high demand since individuals often complete multiple transactions per visit. With its new location, it aims to serve an estimated population of over 348,000 across Rumiñahui as well as Conocoto, La Merced, Alangasí, Pintag and Amaguaña. Province-wide in Pichincha there are currently 22 Civil Registry offices operating permanently or temporarily or within health facilities.

So far in 2026 nationwide figures show that the Civil Registry has issued nearly 393,200 identification cards and over 72,500 passports directly without requiring prior appointments.

With this latest opening in Rumiñahui Canton—the institution says—it continues its commitment “to reach where people are with better spaces greater operational capacity and dignified attention consolidating the modernization policy promoted by President Daniel Noboa Azin.”
