Ministry of Transport to modify protocol for efficient cost system in cargo transport

The Ministry of Transport announced on March 12 that it has published a draft resolution for public comment, which aims to modify the Protocol of the Efficient Cost Information System for Motor Cargo Transport (SICE-TAC).

The proposed changes seek to update and add to the existing protocol governing how efficient costs are determined and published through SICE-TAC. These efficient costs will be considered as mandatory minimums regarding payments made to vehicle owners, possessors, or holders who carry out cargo transportation.

The application of the efficient operating cost structure for light cargo vehicles with a gross vehicle weight between 3,500 and 10,500 kilograms, along with other operational aspects related to SICE-TAC, will follow guidelines set out in the technical annex of Resolution 20243040057465 from 2024.

Additionally, parameters applicable to light cargo vehicles weighing between 3,500 and 7,500 kilograms will be published in the SICE-TAC tool starting March 21, 2026. However, there will be a two-month transition period before these efficient operating costs become mandatory for this category after the new resolution takes effect.

Stakeholders are encouraged to submit their comments on the proposed changes by March 19, due to potential implications for those involved in the sector.
