Ministry of Transport proposes update to national cargo dispatch registry regulations

The Ministry of Transport has released a draft resolution aimed at unifying and updating the regulations related to the National Registry of Cargo Dispatches (RNDC). The document, now open for public comment, seeks to consolidate, harmonize, and update rules issued by the Ministry regarding the adoption and implementation of the RNDC. It also sets out technical criteria and methods for reporting and collecting information within the registry.

The proposed regulations will apply nationwide to all participants in the cargo transport logistics chain who are required to report information to the Ministry of Transport. This includes authorized companies providing public road freight transport services, cargo generators, owners or holders of public service cargo vehicles, as well as individuals or legal entities engaged in road freight transport.

Additionally, optional participants such as the National Roads Institute (INVIAS), National Infrastructure Agency (ANI), departments, municipalities, Superintendency of Transport, authorized ports (both maritime and river), fleet monitoring companies, and drivers with proper authorization may interact with the system. The application may also extend to other parties obligated to report data into the RNDC system.

The following groups must report required data into the RNDC system:

– Companies authorized for public road freight transport.
– Cargo generators using public road freight transport.
– Holders of manifests for public service cargo vehicles.
– Individuals or legal entities conducting road freight transport.

Given potential impacts on stakeholders in this sector, interested parties are encouraged to submit their comments by March 10, 2026.
