The Ministry of Transport has released a draft resolution for public comment that aims to set the operational conditions for container yards and waiting zones across the country. The initiative seeks to improve the efficiency of the national logistics system, facilitate trade, and enhance the competitiveness of freight transport.
According to the ministry, these new regulations will be mandatory for all port operators managing container yards and waiting zones nationwide. The resolution will apply alongside existing laws governing related or complementary services provided at these facilities.
Operators will be required to create, submit, adopt, and keep updated an Operations Regulation. This document must detail at least the service conditions, including infrastructure, logistics and operations, technology use, road safety, industrial and physical security measures, as well as environmental and social requirements relevant to their services.
The Operations Regulation must also include a risk management approach for both operational and road risks. This should be done through a matrix identifying, evaluating, and controlling risks. Additionally, operators must have an operational contingency plan in line with current regulations.
Stakeholders are invited to submit their comments on this draft resolution by March 9, 2026.
