The Ministry of Health and Social Protection announced on March 9 that it has published a draft resolution for public comment, which aims to regulate the Individual Health Service Provision Record (RIPS) as support for the Electronic Sales Invoice (FEV) in the health sector.
The proposed regulation seeks to establish guidelines for using RIPS as documentation backing electronic billing in healthcare. The ministry will also adopt two technical documents: one detailing data field specifications and validation rules for RIPS, and another outlining additional health sector data fields required for generating the FEV. These documents will be made available on the ministry’s website.
According to the announcement, RIPS is a set of data containing information related to the provision or delivery of health services and technologies to users. It will be used not only for service provision and billing processes but also for management, regulation, and oversight activities within the sector.
The ministry said that RIPS must be generated, validated, and submitted as supporting documentation by electronic billers in healthcare. This includes healthcare providers, suppliers of health technologies, and other entities legally required to submit such records.
Data sources for individual service provision include clinical histories, care records from collective interventions where individual activity codes can be registered, medication information systems or medical device registries for technology providers, and sales invoices for health services and technologies.
Stakeholders are invited to submit comments on the draft resolution by March 16.
