The Ministry of Health and Social Protection announced on Apr. 13 a draft resolution that would establish a new information reporting mechanism for the direct transfer of resources from the Capitation Payment Unit (UPC) and maximum budgets.
The proposed measure aims to set up procedures for reporting information needed to schedule and execute direct payments to healthcare providers, suppliers of health technologies, Health Promotion Entities (EPS), and entities required to compensate. These payments will be made using UPC funds, as well as resources allocated through maximum budgets not covered by the UPC.
According to the ministry, these provisions will apply to both contributory and subsidized regimes in Colombia’s healthcare system. The scope includes reporting associated with submitted invoices, as well as prospective payments arising from agreements under capitation or other advance payment arrangements.
The Resources Administrator for the General System of Social Security in Health (ADRES) will publish on its website a list of institutions and entities providing health services or technologies that have registered their banking information with ADRES. It will also notify EPS about which entities have completed this registration correctly and identify any inconsistencies found in banking data.
In cases where there is a difference between an advance payment amount and the actual invoice value for services or technologies provided, EPS must record this adjustment in their report two months after the initial proposal date. The adjustment—whether an increase or decrease—will be reflected in future proposals for direct transfers.
Stakeholders are invited to submit comments on this draft resolution by April 20, 2026.
