The Ministry of Agriculture and Rural Development announced on March 9 the adoption of Decree No. 212 of 2026, which establishes a plan for the urgent, productive, sustainable, and resilient reactivation of agri-food systems. The decree is part of measures taken under the State of Economic, Social, and Ecological Emergency declared by Decree 0150 of 2026.
The plan aims to guarantee and restore the human right to adequate food, ensure the functioning of agri-food supply systems and supply chains, and support rural livelihoods affected by recent severe weather events. These include heavy rainfall, floods, landslides, sudden river surges, windstorms, and both riverbank and coastal erosion identified during the emergency period.
According to the Ministry’s announcement, procedures within the agriculture sector will be adjusted to facilitate this response. The Ministry is authorized to mobilize resources in a coordinated manner for programs focused on rehabilitating land management systems, restoring agricultural production chains, promoting productive diversification according to soil capacity and water management practices, among other measures aimed at recovery and sustainable productivity.
Beneficiaries of this urgent reactivation plan will include agricultural producers impacted by the emergency. Priority will be given to small- and medium-scale farmers as well as organizations or cooperatives formed by rural producers from campesino communities or ethnic groups engaged in family-based or community agriculture in areas fully or partially affected by the economic, social, and ecological emergency.
