Ministry issues emergency decree on agricultural credit and debt relief

The Ministry of Agriculture and Rural Development has issued Decree No. 175 of 2026, introducing temporary measures to support financing, credit access, and debt relief for the agricultural sector in response to the state of Economic, Social, and Ecological Emergency declared by Decree 150 of 2026.

The new decree aims to provide legislative tools that are extraordinary, exceptional, and temporary. Its focus is on financial relief for rural producers who have been affected by recent events. The goal is to facilitate urgent access to credit and normalize debt portfolios in order to prevent loss of capital among farmers, protect their basic livelihood needs, and restore productive capacity required for food security and income stability in regions under emergency.

Producers in the agricultural sector—particularly those with low incomes—as well as organizations or cooperatives formed by producers, ethnically differentiated groups, and those engaged in small-scale, family-based, ethnic or community agriculture in affected areas will be eligible for these measures.

Financial institutions—including those overseen by Colombia’s Financial Superintendency and the Superintendency of Solidarity Economy—will implement refinancing programs for obligations held by individuals impacted by the emergency. These actions will follow guidelines set out in Article 86 of Law 1523 of 2012. Institutions are required to act proactively and notify debtors according to applicable regulations.

Additionally, the decree establishes the Agricultural Debt Relief Plan (PADA), which serves as a special temporary measure targeting low-income small producers. The plan also extends support to small producers who meet certain criteria: having obligations backed by real or movable guarantees; maintaining active accounts with Banco Agrario de Colombia S.A up to a specified value threshold; or being directly affected by circumstances leading to the declaration of emergency.
