The Ministry of the Interior announced on March 6 the publication of Decree No. 188 of 2026, which sets out measures to preserve public order during the upcoming elections for Congress and for President and Vice President (first round), scheduled for March 8 and May 31, respectively.
The decree aims to establish rules regarding public order, electoral advertising, balanced information, and support for voters with physical limitations. These regulations are intended to ensure the normal conduct of Congressional elections and internal or inter-party consultations on March 8, as well as the presidential and vice-presidential elections on May 31.
According to the decree, programs, messages, interviews, or press conferences involving candidates and political leaders—as well as electoral propaganda—must respect the honor, good name, and privacy of candidates and individuals in general. The intention is that such communications do not disrupt the normal course of electoral debates or hinder electoral authorities’ actions or become a factor in disturbing public order.
Additionally, national, regional, and local radio broadcasters; public and private open or closed television operators; and media outlets producing or disseminating informational or opinion content related to elections are required to guarantee pluralism, balanced information, and respect for fundamental rights throughout their respective election campaigns.
Public transportation systems and companies operating authorized routes in urban, rural (veredal), or inter-municipal areas must provide at least eighty percent of their vehicle fleet during voting hours on election days. They may only charge fares set by competent authorities.
