The Imbabura district director of the Ministry of Infrastructure and Transport, Jordy Vásquez, presented an account of the ministry’s activities for the year 2025 on Apr. 8 at the Integrated Security Service ECU 911 facilities.
The presentation is part of compliance with Ecuador’s Constitution and the Law of the Citizen Participation and Social Control Council. The event summarized key investments exceeding $4.3 million in road works aimed at improving connectivity and supporting productive development in Imbabura province.
One highlighted project is the opening and rectification of the Saguangal – Las Golondrinas road, spanning 64.2 kilometers. This project includes building ten vehicle bridges and a pedestrian crossing, creating around 180 jobs, with over $2.5 million invested to benefit about one million residents in Imbabura and Esmeraldas provinces.
Vásquez also reported maintenance work on more than 113 kilometers of state roads through routine operations costing over $289,000. These efforts involved contracting three micro-enterprises dedicated to road conservation, generating employment for 47 people serving more than 189,000 citizens. He further addressed timely responses to road emergencies to ensure user safety and traffic flow on major provincial routes.
In social initiatives, Vásquez noted that the “Creamos Patrimonio” program enabled rural land regularization for 110 families across several cantons including Otavalo, Ibarra, Cotacachi, and Urcuquí. Additionally, fully subsidized reconstruction efforts supported by $272,000 benefited families in Ibarra, Pimampiro, and Urcuquí; new housing construction totaling more than $374,000 assisted families in other localities as well.
Support was also provided to over fifty-five social organizations through legal process guidance to promote formalization and citizen participation.
At the close of proceedings Juan Sebastián Echeverría—subregional undersecretary representing Minister Roberto Luque—said: “the National Government remains committed to continuing works that drive territorial development and improve citizens’ quality of life.” The accountability event included Governor Jorge Ortiz alongside local authorities and community members.
