Ricardo Gutiérrez, Vice Minister of Information and Communication Technologies at Ecuador’s Ministry of Telecommunications and the Information Society (MINTEL), is participating in an international meeting on artificial intelligence in Madrid. The event, held on February 26 and 27, is organized by the Ibero-American General Secretariat (SEGIB) as part of efforts by 22 countries to create more inclusive, fair, secure, resilient, and sustainable digital societies.
The gathering focuses on implementing the Ibero-American Charter of Principles and Rights in Digital Environments (CIPDED). The charter aims to align regulations across countries, share best practices, and promote multilateral coordination so that digitalization supports sustainable development and public well-being.
Gutiérrez contributed to a high-level panel on artificial intelligence and addressed the CIPDED working group. The event also included remarks from Andrés Allamand, Secretary General of SEGIB; Susana Sumelzo, Spain’s Secretary of State for Ibero-America and the Caribbean; Orlando Vega, Costa Rica’s Vice Minister of Science, Technology and Innovation; Zaira Mejía from Guatemala’s Presidential Commission for Open Government; and Alberto Gago from Spain’s Artificial Intelligence Supervision Agency.
During his panel participation, Gutiérrez highlighted Ecuador’s priorities in artificial intelligence: “Our efforts have focused on strengthening digital governance and institutional capacities, promoting responsible innovation, encouraging digital inclusion, developing human talent conditions as well as the technological ecosystem,” he said.
He added that Ecuador promotes common principles for public policy making and technological development: “By putting people at the center of digital transformation we guide the construction of just, resilient and sustainable digital societies.”
The event aligns with mandates set out during the XXIX Ibero-American Summit held in Cuenca in November 2024. These mandates include promoting safe, ethical use of emerging technologies through studies and technical assistance that incorporate international best practices within Ibero-America.
Ecuador’s national government under President Daniel Noboa Azín continues to support public policies aimed at strengthening digital transformation with artificial intelligence playing a key role.
