The Ecuadorian government, through the Ministry of Education, Sport and Culture (MINEDEC), has announced an expansion in access to public higher education for the first academic period of 2026. A total of 141,064 places will be available in public universities, polytechnic schools, institutes, and conservatories. This represents an increase of 9,451 additional spots compared to the same period in 2025, which is a rise of 7.18 percent.
According to the ministry, this expansion is part of efforts led by President Daniel Noboa to broaden coverage and strengthen the institutional framework of the higher education system. The initiative aims to position higher education as a key component in national development.
The official allocation process for academic offerings and seat numbers was carried out by public higher education institutions from February 18 to 20, 2026. The process took place via a system on the website of the Vice Ministry of Higher Education as part of planning for the new academic period.
A total of 32 public universities and polytechnic schools participated in this call for applications. Additionally, 54 institutes and public conservatories affiliated with MINEDEC, along with three non-affiliated public institutes, registered their offerings. This effort reflects coordination at a national level.
Of the total places available, 22,729 are designated for public technical institutes and conservatories. This increases opportunities for students pursuing technical or technological careers.
In all, applicants can choose from nearly 400 degree programs across various fields at public higher education institutions nationwide.
The increase in available seats comes alongside an additional allocation of $59.7 million to the budget for public universities and polytechnic schools for 2026. According to officials, this funding will expand institutional management capacity and improve academic conditions while enabling greater coverage.
“With these actions, the National Government reaffirms its commitment to democratizing access to public higher education, promoting more opportunities for Ecuadorian youth and strengthening human talent as a driver of national development,” stated ministry representatives.
