ANCAP and Ministry of Defense sign agreement to strengthen Atlantic Coast response

ANCAP announced on March 20 an agreement with the Ministry of Defense to enhance emergency response capabilities along the Atlantic Coast. The partnership involves the use of Naval Aviation aircraft, including helicopters and fixed-wing planes based mainly at Carlos Curbelo Naval Air Base, for surveillance, control, and potential intervention in operations involving the oil buoy, supply vessels, and their surrounding area.

The initiative aims to improve response times and effectiveness in a complex operational environment marked by challenging sea and weather conditions. Aerial application of dispersants is identified as a particularly efficient technical solution when high waves or distance from port limit maritime-only operations.

The agreement allows ANCAP to align its operations with current maritime regulations regarding spill response by incorporating more adaptable solutions suited to real-world conditions. Previously, ANCAP relied on specialized spill response services that required vessels to remain near the buoy during unloading. By integrating aerial capabilities in coordination with the National Navy, public resources can be optimized without compromising environmental safety standards.

The six-year cooperation framework includes funding for ongoing operations, training, and availability of air assets. It also sets clear responsibilities for both parties to ensure technical and operational standards meet international best practices. Regular training sessions and simulations are planned, such as annual aerial dispersant exercises and rescue drills, which will help maintain readiness and foster interagency coordination.

According to ANCAP, this collaboration not only improves incident response but also supports the development of national expertise in environmental protection and risk management within the maritime sector.
